This position will support the interdependent human resources and payroll activities of a consolidated service center of various departments within the Institute for Basic Biomedical Sciences, Institute for Cell Engineering, and Neuroscience department within Johns Hopkins University.
This position provides a wide range of human resource support and consulting services to these various departments including matters involving employee relations, counseling, problem resolution, performance management, salary administration, compensation analysis, benefits administration, management training, organizational development, staffing needs and employment/hiring issues, diversity awareness, identification of professional development opportunities; and staff, records management. This position is required to meet the HR needs of multiple departments through various administrators. Works as a liaison and in consultation with central and divisional HR, Benefits, JHU Legal Counsel, FASAP, TMOD, Office of Institutional Equity, and the departments. The position will supervise two positions.
Provides a wide range of human resources support and consulting services amongst various departments for this consolidated service center, staff, supervisors and administration covering the following: recruitment and employment, compensation administration and analysis, benefits administration, employee relations (including grievance resolution, disciplinary action, layoffs, termination), training and education, diversity awareness, personnel records management, HR policy interpretation as well as information dissemination. This is the first and primary point of contact for faculty, management, and staff with regards to human resource policies, procedures, and practices for JHU. Handles the majority of such issues and concerns by providing information, advice, guidance and support.
Coordinates employment process by working with faculty, staff, administration and appropriate University Departments to ensure efficient and smooth processes in accordance with all applicable University policies and procedures. This includes:
? Providing guidance and making recommendations to administrators on appropriate starting salaries and promotional salaries to ensure maintaining balance of equity.
? Collaborates with management regarding position upgrades, equity and reclassification issues.
? Manages all requests for promotional and in-range adjustment requests. Assists managers with justification as appropriate. Facilitates discussion with Human Resources Compensation Consultants.
? Reviews internal job comparisons for equity purposes.
? Advises managers and employees on: recruitment, requisitions, job descriptions, retention, salary issues, disciplinary issues, employee investigations, and grievances.
? Develops job descriptions for new and revised positions.
? Prepares personnel requisitions for submission to Human Resources on an as needed basis.
? Handles reference checks when requested; and makes offers for employment when requested.
? Coordinates merit review process. Uses SoM guidelines to determine merit increases; communicates changes to staff. HR Management/Compliance/Training
? With direction, assists leadership in developing consistent departmental policies and procedures equitably for various Basic Science Departments that comply with those of JHU SOM.
? Collaborates with management in collecting and evaluating information, and making recommendations in support of current efforts to comply with new JHU policies and/or federal laws and regulations.
? Ensures compliance with HIPAA personnel guidelines
? Monitors and ensures departmental compliance with time and attendance/ E210 policy.
? Ensures compliance with Introductory Period review (120 days).
? Ensures new hire training requirements are met.
? Will keep current with HR issues, best practices and trends. Will identify areas of concern, recommend and implement solutions.
? Provide all HR management to contracted departments.
? Oversees and implements office services such as payroll, personnel records control, JHED administration, and e210 system administration. Assists and advises employees on sick time, vacation time, holidays, leave of absence, family medical leave, payroll, tuition reimbursement, flexible fringe benefits, deductions, etc. Acts as a liaison to the School of Medicine's employment recruiters and compensation analysts for the department Employee Relations
? Responsible for assisting/counseling faculty and staff on interpretation of HR policy and procedures. Manages investigations with regards to disciplinary actions and consults with JHU legal when necessary.
? Advises and educate managers regarding the steps in the progressive counseling process. Involves HR central when appropriate. Handles the majority of such issues and concerns by providing information, advice or guidance and support.
? Works with management and HR Central in managing grievance processes and investigation.
? Gathers sensitive information for management and various Administrators on grievances, disciplinary actions and other personnel matters.
? Responsible for exit interviews.
? Participates in Unemployment Compensation Hearings as needed. Provides additional documentation as needed for the unemployment claim/hearing. Training
? Responsible for training new staff in payroll, new faculty and staff hires, terminations, reclassifications, vacation/sick leave and issues related to the Family Medical Leave Act (FMLA).
? Coordinate training of new hires, and continued training for existing employees, including HIPAA regulations.
